If an interest rate moves from 4 percent to 6 percent, it has risen by two percentage points — but by 50 percent in relative terms. Both statements are true and they describe the same event. Saying the rate "rose 2 percent" is simply wrong, and would imply a move from 4 to 4.08.

The rule: when the quantity being measured is itself a percentage, changes in it are expressed in percentage points. Anywhere else, percentage change is the right framing.

Why Increases and Decreases Are Not Symmetrical

A 50 percent fall followed by a 50 percent rise does not return you to where you started. Take $100: down 50 percent is $50, then up 50 percent is $75. One exception is worth naming: the currency converter requests current exchange rates from a third-party rate provider (open.er-api.com). That request asks for rates only — the amount you are converting is never sent.
